Six Cities That Act Like One Neighborhood

The Memorial Villages are Bunker Hill Village, Hedwig Village, Hilshire Village, Hunters Creek Village, Piney Point Village and Spring Valley Village. Each is a separate incorporated city in Harris County. Together they sit between the Katy Freeway and Buffalo Bayou, between Beltway 8 and Loop 610, surrounded on every side by Houston.

They were born in the same burst of activity. In the mid-1950s an effort to incorporate all of Spring Branch failed, and six affluent communities incorporated on their own instead, according to the Texas State Historical Association. Houston annexed most of the remaining Spring Branch area in 1957. Hedwig Village residents, for example, incorporated because they feared Houston would annex them.

The dates fall within about a year. Hedwig Village incorporated on December 23, 1954, with Bunker Hill and Hunters Creek also incorporating in 1954. Spring Valley followed in April 1955, Hilshire on April 15, 1955, and Piney Point later in 1955.

The appeal has always been space and quiet close to the city. The Hedwig Village history recalls residents around 1963 seeking "a more country-like atmosphere in close proximity to Houston." Houston's Memorial neighborhood lies to the west, and the villages themselves were carved from the wider Spring Branch area.

The cities vary a lot in size. Hilshire Village covers only about a quarter of a square mile and had 816 residents in 2020. Hunters Creek Village spans nearly 2 square miles with 4,385 residents, and Spring Valley Village also tops 4,000. Piney Point Village goes furthest in protecting its quiet, banning business of any kind.

Shared Services Across the Memorial Villages

Public safety is where the villages cooperate most visibly. The Village Fire Department provides fire and EMS to all six cities, covering more than nine square miles and over 20,000 residents. It holds an ISO Class 1 rating, one of only 74 agencies in Texas with that grade.

Police service is split three ways. Bunker Hill, Hunters Creek and Piney Point jointly run the Memorial Villages Police Department from 11981 Memorial Drive, and residents can request house watches while they travel. Hedwig Village has its own police force, and the Spring Valley Village police department also covers Hilshire Village.

Water is another shared system. The Texas Legislature created the Memorial Villages Water Authority in 1962, during the 57th Legislature's third called session. Its office is at 8955 Gaylord Drive, and Hedwig Village, Hunters Creek Village and Piney Point Village hold seats on its board.

The Spring Branch Memorial Branch Library, our starting point, is a county library branch that serves readers from every village. It shares Corbindale Road with the fire station, making that corner a civic crossroads for the Memorial Villages.

Schools tie the community together most of all. Spring Branch ISD covers all of Bunker Hill, Hedwig, Hilshire and Spring Valley and parts of Hunters Creek and Piney Point, and the district is headquartered in Hedwig Village. Memorial High School on Echo Lane opened in 1962 to relieve crowding at Spring Branch High School, and its Mustangs draw students from across the Memorial Villages.

Because the villages share schools, many families already move between them every day. A child might live in Hilshire, attend Spring Branch Middle School with friends from Bunker Hill, and play on a team with kids from Piney Point.
